In 1943 Rosa Parks joined the local chapter of the NAACP and was elected secretary. Two years later, she registered to vote, after twice being denied. By 1949 Parks was advisor to the local NAACP Youth Council. Under her guidance, youth members challenged the Jim Crow system by checking books out of whites-only libraries. Mr. Parks initially discouraged his young wife from participating, fearing for her safety, but by 1943, she was active in the chapter and serving as its secretary. She founded the Montgomery NAACP Youth Council in the early 1940 and would later travel throughout the state interviewing victims of discrimination and witnesses to lynchings. The Rosa and Raymond Parks Institute Of Self-Development was established in 1987 to offer job training for black youth. In 1999, Parks received the Congressional Gold Medal of Honor, the highest honor a civilian can receive in the United States. The Southern Christian Leadership Conference (SCLC) also sponsors an annual Rosa Parks Freedom Award. Rosa began leading the NAACP Youth Council, and reformed it in 1954 to take greater stands against segregation. During this time, Virginia and Clifford Durr, a White liberal couple for whom she worked as a seamstress, encouraged Rosa to attend courses at the Highlander Folk School in Tennessee. Ruby Hurley (1909–1980) was born in Washington, D.C., where she attended Miner Teachers College and Robert H. Terrell Law School. She began her NAACP work in 1939 by organizing a youth council in Washington, D.C. In 1943 she was named national youth secretary. During her tenure the number of youth units grew from 86 to 280. The actions they took generated some surplus meaning that is not accounted for by prior social networks and political organizing. Parks was an active participant in the civil rights movement for several years and was well trained in civil rights activism. She served as secretary of both the Montgomery and Alabama state NAACP and founded the youth council of the local NAACP. According to Colvin, Mrs. Parks was the only adult leader who kept up with her that summer. Colvin had been a member of the NAACP Youth Council before the arrest and continued to attend Youth Council meetings. Parks made Colvin secretary of the council, trying to nurture the young woman’s spirit and budding leadership. The largest NAACP Youth Council during the Civil Rights Movement was the Peekskill, NY NAACP Youth Council from 1955 to 1956. The Council had over 400 members and over 80% were white. The President was Offie Wortham. The largest NAACP College Chapter during the Movement was the Antioch College NAACP College Chapter in Yellow Springs, Ohio. She founded the youth council of the local NAACP and trained the young people in civil rights activism. She had even discussed challenging the segregated bus system with the youth council before 15-year-old Claudette Colvin was arrested for refusing to give up her seat the previous March. Formerly, she was a member of the National Board of the Tavis Smiley Foundation, the YWCA of Greater Los Angeles, the Latino/Black Roundtable, KCET and LA Philharmonic Advisory Boards, United Way Board of Directors, and the Rosa Parks Sexual Assault Crisis Center.
