Rosa Parks Day is a holiday in honor of the civil rights leader Rosa Parks, celebrated in the U.S. states of Missouri and Massachusetts on her birthday, February 4, in Michigan and California on the first Monday after her birthday, and in Ohio, Texas, Alabama, Tennessee, Oregon and several cities and counties on the day she was arrested ROSA PARKS DAY. During the 87th Texas Legislative Session, DART and its Board of Directors fully supported House Bill 3481, authored by State Representative Toni Rose and sponsored by State Senator Royce West, which officially designates December 1 as Rosa Parks Day in Texas. While some people currently observe December 1 as Rosa Parks Day, there have been calls to officially observe the date across the entire state. H.B. 3481 seeks to address this issue by designating December 1 as Rosa Parks Day in Texas. H.B. 3481 amends current law relating to designating December 1 as Rosa Parks Day. RULEMAKING AUTHORITY Rosa Parks Day is observed on different days from state to state. During Texas’ 87th Legislative session in 2021, legislators approved HB3481, designating Dec. 1 as Rosa Parks Day.
